The Virginia/Carolina Water Authority is planning to officially announce a site for its water intake and treatment facility on the New River today, Thursday, at 10 a.m.
The board's chairman, Bryan Edwards, declined to identify the site when contacted by the newspaper last Friday. He did say that the board of the authority met on Dec. 30 to enter into negotiations on the purchase of property and that an option to purchase was agreed upon at the meeting.
"I can't say any more than that right now," Edwards, who also serves as the Sparta Town Manager, said. "We're going to wait and make the announcement on January 8th."
Edwards declined to share documents pertaining to the resolution to purchase the option, but, documents filed by the water authority in Grayson County, Va. indicate that a conservation easement was filed on a parcel of property on a private drive off Moxley Ridge Road in Grayson near the New River, with attached maps and descriptions showing that a 1.488 acre tract apparently is the target of the authority for its water intake.
A copy of the resolution passed by the board shows that the water authority agreed to go into final negotiations on an option on a small tract of land. The document states that the authority reviewed drafts of a purchase agreement dated Dec. 1, 2008 and setting forth terms for the acquisition of the property and easements.
An option is not a purchase, but gives the board the right to purchase the land within a specified period of time at a pre-set price.
No purchase documents had been filed in Grayson County, Va. as of Monday.
The resolution passed by the water authority also authorized the chairman and vice chairman of the authority to execute on behalf of the authority a contract for the purchase of the real property and easements and a deed of gift easement.
No media representatives were at the meeting when the announcement was made Dec. 30 after a closed session.
