Water agreement gets Council's OK

On Dec. 5, the members of the Sparta Town Council were presented with, and approved, a regional water agreement that discusses the details surrounding the Virginia/Carolina Water Authority. The authority consists of the towns of Sparta and Independence, Va. and the counties of Alleghany and Grayson, Va.

The authority has contracted with Lane Engineering in Chilhowie, Va. "We've had a number of discussions about this," Sparta Manager Bryan Edwards said of the Virginia/Carolina Regional Water Authority. Going through the 16-page document, Edwards highlighted items including information about the service area, which includes the towns of Sparta and Independence.

He stated a provision is placed on the service area. Edwards read from the document, "Service area shall mean the areas of water service of the towns including an area outside each town whose boundaries are defined by a distance of five miles from the corporate limits of the towns."

Edwards then read selected portions of the document that addressed the operation of the distribution systems, the regional facility, including design and construction and financing.

In terms of design and construction, the agreement read, "The authority members have made, and will continue to make, where appropriate, application for grants and loans for the design and construction of the regional facility. Upon approval or indication of pending approval of such grants and loans to the extent of 100 percent of eligible costs and the availability of such additional funds as may be necessary, the authority shall proceed with design and construction of the regional facility in order that it may be placed in operation as soon as may be practicable."
