Incumbents ousted by voters; library bond measure fails

Despite cool, rainy weather, about 3,303 people cast ballots in the general election by Nov. 7. On Election Day, a total of about 1,800 cast ballots, while about 1,500 participated in early voting, unofficial vote totals show.
