County Manager Don Adams presented a plan for recreation to the county commission Monday that would entail spending an additional $100,000 per year over and above current expenditures.

Adams earlier had presented a report on a proposed county government takeover of the Justice Carlisle Higgins Agricultural Fairgrounds, which is currently run by the non-profit Alleghany Fairgrounds Inc. The fairgrounds board would remain as an advisory board, under the plan. Similarly, the second phase of the proposal calls for the county to also take over the Alleghany County Recreation Commission and Little League Association, with the respective boards remaining in place as advisors to the new recreation department.

In his report on the recreation commission and Little League Association, Adams said many volunteers have sought donations to help provide programs.

"These volunteer organizations have done an excellent job in creating recreational opportunities with limited resources. Recognizing its obligation to provide additional resources, Alleghany County government is attempting to take a leadership role in county recreation programs.

The county would like to better coordinate and consolidate our community’s recreational activities," the report stated.

According to Adams, the county would need to maintain a close relationship with those who are currently handling recreation while taking on some of the day-to-day organizational burdens.

The report notes that the county has provided funding for Alleghany Wellness Center Inc., but the current plan being presented does not include placing that organization under the county recreation umbrella.
