Marshall to close firm here Local attorney Wm. Bynum Marshall announced last Thursday that he will be leaving his private practice law firm to accept a position with Lowes Hardware's main office in North Wilkesboro. Bypass completion, widening of U.S. 21 south are moved up in TIP The completion of the Sparta Parkway, also known as the U.S. 21 bypass or Sparta Western Loop, has been moved forward to allow for construction in the year 2008, according to the Department of Transportation's proposed Transportation Improvement Plan (TIP), released on Aug. 3.
